The Florida Department of Highway Safety and Motor Vehicles (FLHSMV) has updated the rules for driver licenses and ID cards. Now, each license and ID card will have a unique number with at least four randomly generated digits. This means if you're renewing or replacing your license or ID, either in person or online, you'll get a new number. First-time applicants will also receive a license or ID with a new number that follows these rules. Once you have your new number, it will stay the same unless you change your last name.
The Tax Collector of Indian River County provides full driver license services (including computer testing and road tests). As an agent for the State of Florida’s Department of Highway Safety and Motor Vehicles, the Tax Collector must follow the procedures set forth in the Florida State Statutes and Administrative Rules
As of January 1, 2010 Florida law requires more proof of a driver’s identity. The new rules are part of the Federal Real ID Act of 2005 by Congress out of concern for the security of our nation.
Those wishing to obtain a new license, legally change their name, or immediately replace a lost or stolen license or ID card are required to visit a driver license office and show proof of; identification, social security number, legal name changes, and proof of residential address.

Driver’s License replacements can be requested online by visiting the Department of Highway Safety's website.
If your driver license or ID card is lost, stolen, or destroyed, visit any of our offices to get a replacement. If your license or ID was stolen, bring a police report to receive a no-fee replacement. If you are Real ID compliant, no additional documentation is needed.
